His experience includes multi-billion-dollar P&L responsibility, capital formation, organizational structuring, technology development, transfer and commercialization; underwriting, business development, turn-arounds, as well as implementation of multi-tiered domestic and international sales and distribution channels for companies in both the private and public sector.
Mr. Weaver has a broad base of experience including strategic planning, financial modeling, project planning, operations, coupled with extensive experience in the development and commercialization of highly advanced technology products and services.
Mr. Weaver is an author, accomplished international equestrian, blue water sailor and proud father of three women now all in their early thirties; in his youth Joseph was nominated to the National Honor Society for his scholastic achievements.
Dr. Vladimir Karpenkov

Dr. Karpenkov has broad experience in both theoretical and applied science, mathematics as well as business operations. Dr. Karpenkov began his career as a rocket scientist working on the development of liquid and solid fuels for rocket prolusion systems in the former Soviet space program.

His diverse background includes working with experts from the Moscow Institute of Communications on behalf of the Ministry of Defense of the former USSR; developing software, which protected data flow from unauthorized access. He has been a key speaker at the annual conferences on problems of reliability of database management systems in the United States and abroad.
Dr. Vladimir Karpenkov architected and developed an automated database management system for the Republic of Bashkiria, Russia, and for the Research Institute of the Ministry of Defense. Dr. Karpenkov earned his Ph.D. on “Data Protection in Systems with High Speed Flows of Information Exchange”. His Master of Science is in General Programming and Database Management Systems, specializing in programming languages for database management for research and telecommunications. His second Masters of Science is in Physics-Theorist, specializing in Physics of Electro Magnetic Occurrences and Optics of Semiconductors at Ural State University.
Dr. Karpenkov is a United States citizen and has made his home for the past 20+ years in Orange County, California.

Mr. Anderson is a senior executive with a significant experience in the unification of detailed financial modeling and corporate project development. Mr. Anderson has developed what is arguably the most sophisticated financial modeling software for GTL and chemical plants in the world.

He is highly accomplished in global enterprises with a diverse background with both public and private companies; extensive background in P&L responsibility, capital formation, and organizational structuring.
Prior to his private investment activities and independent financial consulting, he was Business Manager, Americas for the Melded Fabrics, Inc. and Division Controller, China General Plastics Corporation America. Both are subsidiaries of BTR, PLC in London which is a $20 billion global conglomerate. Prior to that, he was Controller for Genovation, Inc., a developer, manufacturer and marketer of proprietary modular microprocessor software and hardware technology. Early in his career, he was employed Deloitte & Touché LLP. His professional background includes U.S. Navy, SEAL Team 1, and the University of Arizona, BS/BA, Accounting Major, Tucson, Arizona.
J. Roland Vetter

Mr. Vetter is a senior executive with a significant experience in the financial aspect of growing companies. Roland possesses significant financial operating background. He has diverse financial and operational ability at an executive level, including specialist expertise in completing due diligence, business plans and fund-raising. Historically he has had hands on expertise in assimilating and rationalizing operations as well as implementing projects, mergers, acquisitions and disposals. He has been responsible for risk management, internal controls, Corporate-governance and in optimizing funding structures including corporate tax planning.
Mr. Vetter was the former Group Financial Director Services for the Zimco Group, and a former Chairman of the Anglo-American Audit Liaison Committee. He worked for 12 years for Zimco, part of Anglo American Corporation a $3.78 billion USD conglomerate, comprised of twelve distinct operations involved in manufacturing and mining.
Roland Vetter is a member of the Canadian and the South African Institute of Chartered Accountants. He holds a Bachelor of Commerce and a Bachelor of Accounting degree from the University of the Witwatersrand, South Africa.
Dr. Chester W. Anderson III

Dr. Anderson brings over 40 years of experience to the Executive Team.
As head of the Advanced Products Division of AT&T, Dr. Anderson led his team to establish AT&T’s Voice and Audio Processing Center of Excellence that culminated in the commercialization of the “Watson Speech Recognition Engine”.

While at Bell Labs and AT&T, Dr. Anderson was a Technical Director in System Engineering, System Test and Project Management with profit and loss responsibility.
Expertise includes planning, and the operational aspects of new business development, technology transfer and commercialization. Dr. Anderson’s client list includes, Lucent Intellectual Property Division, Lucent Bell Laboratories, IBM Speech Solutions, Voice Control Systems (Scan Soft), Syrinx, the Speech Recognition Company, Nortel Networks, among others.
Awards: Who’s Who in the East, Outstanding Young Man of America, Who’s Who in Technology Today, Pi Mu Epsilon (honorary math), Sigma Xi (honorary Physics), and the AT&T Architecture Award. Dr. Anderson holds a PhD from the University of Alberta, and both a MS in Physics, and a BA in Physics from Wichita State University.

Bernal is an exceptional communicator with key relationships and expertise with Asian cultures and business practices. Under his leadership, he has increased market penetration, expanded into new industries and locations, improved customer satisfaction and launched many new products and services.
Bernal graduated with a Bachelor of Arts degree in Business Management from the University of Saint Thomas.

Over the past decade Dr. Kozhevnikov has led the research and development team on behalf of the company from conception, through the research and development stage, the pre-commercialization prototype stage, to today’s NCMR Reactor commercialization.
Dr. Kozhevnikov is world renown in the fields of thermodynamics, nano-structures, defect structures, and transport phenomena in solid state oxides. During 1992-1993 he was a Research Fellow at Northwestern University, Evanston, IL

Lieutenant General Black served as the 37th U.S Army Judge Advocate General from 2005 to 2009. He led the JAG Corps delivery of legal services around the world, with a team consisting of over 10,500 attorneys and paralegals serving in over 650 offices in 19 countries. He was the first Judge Advocate General in the history of the U.S. Army to serve in the rank of Lieutenant General.
Black grew up traveling the world in a military family. He graduated from California Polytechnic State University with a B.A. degree in Political Science. After three years at Fort Ord, California, he went to California Western School of Law in San Diego, where he earned a J.D. General Black also holds an M.S. degree in National Resource Strategy from the National Defense University.
General Black’s first duty assignment as a judge advocate was at Fort Bliss, Texas, where he served as the Chief of the Legal Assistance Branch, as a trial counsel and Chief of the Criminal Law Branch, and as a contract attorney.
He later served in Washington, D.C., as a general law attorney at the Office of The Judge Advocate General of the Army and as Assistant Counsel to the President of the United States at the White House.
In 1990, General Black was assigned as the Deputy Staff Judge Advocate, 7th Infantry Division (Light), Fort Ord. From there, he went on to be the Chief, Military and Civil Law Division, United States Army Europe and Seventh Army, Germany. General Black’s next assignment was as the Staff Judge Advocate, 3d Infantry Division (later re -designated 1st Infantry Division), United States Army Europe and Seventh Army, Germany.
In July 1996, General Black returned to the United States as the Legislative Counsel and later as Chief, Investigations and Legislative Division, Office of the Chief Legislative Liaison (United States Army). He then served as Chief, Personnel, Plans, and Training Office and later as the Staff Judge Advocate of V Corps, United States Army Europe and Seventh Army. From 2001–2003 General Black served as the Assistant Judge Advocate General for Military Law and Operations, and from 2003–2005 as the Commanding General and Commandant of The Judge Advocate General’s Legal Center and School. In October of 2005 General Black was appointed the 37th Judge Advocate General of the United States Army. On December 8, 2008, the United States Senate voted to confirm the nomination of Major General Black for promotion to the rank of Lieutenant General. He was officially promoted to that rank on December 11, 2008 at the Pentagon.
General Black attended the Judge Advocate Basic and Graduate courses, the Army Command and General Staff College, and the Industrial College of the Armed Forces.
His awards include the Distinguished Service Medal, Legion of Merit with Oak Leaf Cluster, Meritorious Service Medal with four Oak Leaf Clusters, Army Commendation Medal with Oak Leaf Cluster, and the Army Achievement Medal with Oak Leaf Cluster. He is also entitled to wear the Parachutist Badge, the Ranger Tab, and the Army Staff Identification Badge.

Mr. Garceau has an extensive background in all facets of structured finance and commercial banking, including lending, underwriting, securitization, valuation, bank auditing, asset management, FDIC compliance review, bankruptcy / foreclosure advisor, risk management, quality control and security of custodial documents and financial reporting. During his career he worked at Morgan Stanley Mortgage Capital, NY, NY; Bear Stearns Securities, NY, NY; Bank of America Securities, Charlotte, NC; and Enterprise Mortgage Acceptance Corporation, Westport, CT.

Ken O’Neill
Mr. O’Neill has 42 years of experience in the Chemical and Energy Industries focused in the areas of petrochemical plant project development, operations, and manufacturing with Profit & Loss responsibility.

Mr. O’Neill served as Vice President and General Manager of Base Chemicals for Shell Chemical, where he was employed for 27 years. During his tenure, his duties included: operational Profit and Loss responsibility for Shell’s joint venture petrochemical company with SABIC in Saudi Arabia; Shell Chemical USA’s international marketing company, Pecten Chemicals; and Shell’s agriculture businesses. Mr. O’Neill also served on a number of corporate and association boards.
In 2000 Kenneth S. O’Neill was named President and COO for BTR plc’s Petrochemical Group, where he oversaw six companies, three joint ventures and 51% interest in three Public Taiwanese Corporations (Asia Polymers, Taita Chemical and China General Plastics). Mr. O’Neill served as Chairman of the Taiwan Petrochemical Committee. Prior to joining Meridian, Mr. O’Neill worked as a consultant to early stage companies in the chemical and energy industries. He has a B.S. in Chemical Engineering from the South Dakota School of Mines and Technology.
